Once I was about to leave the big company, and my boss there was told to make me an offer to stay (yes, that much of market existed in the socialist country it was then). Since he was on my side, he said "I can offer you five bits less than chief of plan and analysis has".
That was all the info I needed - the lady (i.e. comradess) was just an appointee, with no real duty and no real purpose in the company; the papers she and her one worker produced were based on obsolete numbers and were useless. She actually had to ask us to snitch data from our member companies, at least those whose data we processed, so her analysi would have some bit of credibility.
But then she was politically strong - her husband was someone big too - and the message was "of course you can't have more than a chief of something has, specially not more than she has".
Of course, boss and I just laughed it off and parted on good terms.
