Who says you can't bill for more hours in a month than there are in a month? <bg>
Lets say you have to build a widget and you estimate that it will take 20 hours (yeah it is a big widget). Now you remember that you built a very very similar (maybe even the same) widget about 5 years ago. You spend 1 hours finding the widget and making modifications. How many hours do you bill for, 1 or 20? (or maybe 21? <bg>)
