In addition to Sergey's answer, please check if the file is not created under Windows\System32 directory, or better yet, just do a search for the file name in all your local drive. If the Web Service is not COM+ and you didn't add specific security settings for your IUSR_(machine_name) user, Sergey is right you won't be able to save the file.
