I think I may have had this same problem. Before you use COPY TO() run a check using INDBC() to see if Foxpro thinks that your table already exists in the .DBC. If it does then use REMOVE TABLE() to drop it from the DBC and then I think the COPY TO() will not give you the error, basically recreating the table in the database container.
