It appears as if the Mere Mortals Framework INterfaces.DLL is being opened exclusively by something for some reason (in a rather funky directory). Do you know what this file is doing in that directory?

Yes...this is ASP.NET's doing...in order to release this locked file you can restart IIS or (hope this isn't the case) restart the server.
