You could create an install package and choose to distribute the framework with it (dotnetfx.exe).
There is also a free MSFT plug-in download that allows you to easily distribute dotnetfx, msde. I dont remember the name of plug in. (its been a while, did it at previous job).

Or, manually, as Einar and Kevin mentioned.
