There is a demo (more than one really) server at www.nanocom.com. Also check http://www.brigsoft.com/atomic-clock-sync/

However since I know you're using SQL server, querying getdate() would do for you.
Update: It was http://www.nanonull.com/TimeService/TimeService.asmx?wsdl not nanocom.
