Running a VFP 9 SP1 application from Win 98 share in XP sill causes error

This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.

and vfp application dows not start.

Why this is not fixed in SP1 ?
How to fix this without applying private XP patch or uninstalling security bugfix in XP ?
