Recently I had a Windows 2000 box with a runaway service, that was hogging up 100% of CPU. I went into the Computer Management plugin and stopped services (what I thought were non-critical ones :)) until I hit the one that was causing the trouble. In that case it was non-critical, I set its startup status to "Disable" so it never starts and won't cause the problem again.
I can't remember which service it was but it *might* have been Routing and Remote Access, or one of the Remote Access Connection Manager services.
