Start-up is just running your desired program initially once Windows Desktop is activated but users still have access on Start Button and can do some windows which to me, it's awkward for Point-Of-Sale systems. I'm just a novice, but you might try turning off the "Always on top" feature of your Windows taskbar settings and set your Top Level Form's WindowState property to 2-Maximized. When your form launches the Windows Task Bar and Start Button won't be visible to your users.
