Some personal thoughts on this scenario based upon my interpretation:
1. I would not want to be the user!
2. It may be necessary to retrieve such a large data set for whatever reason. I am not knowledgeable as to the requirements.
3. Is it possible to reduce the size of the dataset?
4. A Grid would seem like a better choice. Add a check box to a column of the Grid.
5. Would a Column Sort on a Grid help the user select specific criteria?
A. I would dislike the following: The user selects items 1, 20,0001, and 63,001. This took a good deal of effort on the users part. Now which ones were selected? Well, just simply check!
Again, I may have not read your post correctly and my concepts may be out in left field. :)

The screen containing the list allows the user to select multiple items in the list and click a command button that will "tag" a list item in the list. If there are over 65000 items returned then FoxPro will give a program error saying it can't reference the listitem.
