Well, I've no idea, sorry. Seems unlikely. The main reason why they will never change is the thousands of miles of roads, including motorway, with all the sign-posts. All the cambers and stuff would become adverse or something like that. I'm not sure that motorway interchanges can just be reversed conveniently either. For instance, suppose a certain hamlet only has access onto a motorway; if you reversed it the hamlet would only have access from the motorway.
