Not in Excel. You cut a cell, paste it somewhere and you're done. The clipboard is empty. It doesn't even remember the original cut cell's address - if you write something else there and try to paste elsewhere, you get nothing.

And with copy/paste it actually works only as long as the original cell is unchanged.
