I've seen this happen when opening a report in a version earlier than the one that created it. As a result (and I'm sure you've already done this), make sure that the executable, runtime DLL, and report are all created (with the exception of the DLL) in the same version.

If that fails, try opening the report exclusively as a table and PACK it.

Admittedly, both are pure SWAGs.
