Not without doing some very nasty coding. What you'd have to do is place the image on a sizable form without a title bar and make the image the size of the form. Then you'd have display the form within the form you want you want it in. Finally, you'd have to anchor the form with the image with its top and left properties set relative to the containing form. Even then I don't know how well it would function.
