And then, while logged in as Administrator, my VFP 9 application works. But when they log out and log in with their regular password, they get message "Cannot find VFP run-time library" (or something to that effect).

By default an application is installed for the current user only. Any other user trying to run application would get an error you describe. In the installshield Express project you can allow 'Show All Users Option' on the Customer Information Dialog and user than can install your application for all users. Alternativelly, user can run setup with ALLUSERS option/parameter. See http://support.installshield.com/kb/view.asp?pcode=ALL&articleid=Q105063 for details.
