I didn't see anywhere in the original sentence any will to go deeper into the why and how, it was only "every black baby", not the social circumstances. And of course the problem is exactly there, in the economics of a ghetto, of low education, of inaccessibility of health services etc.

The kind of crime we're talking about is poor man's enterprise. The whole thing is much more complex, and blurting out a patently race-stained remark is a perfect diversion, which serves only to move the discussion into the "is America still racist" direction, and away from the actual causes. Which is economics, distribution of wealth, etc.
