CDO is not really equipped to return any king of error if the email never leaves the computer. It just stays in a queue until it is ready to go (The queue for this should be in your Inetpub/mailroot/Pickup directory) . The reponses expected from CDO are success or failiure to deliver, not send. The check whether an SMTP is running you would go to
Control panel->Internet information services-> You should see there "default SMTP virtual server". If not there, use a Windows disk and use the add/remove windows components and add it.
