That is part of their problem, too much graft. It is so bad that in 1991 the governership was won by Edwin Edwards who is and was a criminal (behind bars currently for.... wait for it.... corruption). Of course he was running against David Duke (leader of the KKK).

I think the people of Louisianna may be finding out that it is not that much fun being the butt of most political corruption jokes.
