You surely haven't installed the Jet Pack from http://msdn.microsoft.com/data/mdac/downloads/default.aspx

The reason why you were able to run it on a W98 PC is that at that time MDAC 2.1 was including Jet (and Jet is not installing as part of MDAC since 2.5).
