FWIW, i have this behavior ( labels disapearing at design time ) all the time, i think i even filed a bug about this. I think in my case it's RTL ( Hebrew Windows ) related.
What i do in VFP9, is double click on the object, set the properties, click ok. If the label/field is still visible, i let it be. If it's invisible, i just double-click on it again, click ok, and voila, it's back.
