You can try InnoSetup. Download it from here
http://www.jrsoftware.org/isdl.php#qspThe Quick Start Pack will also, at the time of it's installation, allow you to download ISTool which I highly recommend.
You will be able to use all the languages you want and it is script based for full control on your app installation.
