You're right...MM .NET is a development tool that expects a version of Visual Studio on the computer if you run the MM .NET .msi installation package. If you want MM .NET assemblies on an end-user's computer or server, you can use XCOPY on a web server or use a Visual Studio deployment package for either Web or Windows.
