Is rates the only measure?
If so, then we all know the answer, and it is outsourcing. Outsourcing is causing local employers to cut wages while extend working time requirements. Outsourcing is causing benefits to be cut drastically. Outsourcing is being used as the excuse (immoral, but who cares) for raiding pension funds.
I guess Walter is still right, because no foreign outsourcing outfit will be interested, in a year or three, in offering VFP services when the "lucrative" .NET market is the thing.
