Aah. I see. I misread a little. You are correct.
You can use a Project Hook that changes the R/O attribut upon compilation and back, or you can write a simple batch file.
I also resorted on ocasion to select all files in the VSS folder (from VSS interface) and got them all from the library (text for all "to be compile" or some such). Then put all files back w/o changes.

Low tech but it works. And easier than creating a Project Hook, for the ocasional use as it should not be needed unless you use Recompile All often.
