Once I worked (VFP8) on a machine which was originally set for Hebrew - I just logged in as a new user with US keyboard. It behaved just as erratically as you describe. The insertion point was about two characters to the left of where it should be (in command window and code editing windows). Just deleting a character was a real PITA, and likewise inserting anything in a proper place was a matter of luck and cross-eyed (aka "X-ray eyes") aiming.
