Hi,

The install has either been moved from it's original location or the install screwed the registry settings.
Look at the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\Folders to see if they point to the correct location, and alter them if they are not correct.

It is the autorepair function trying to repair what it thinks is a damaged install.

Also do you have Norton's running, if so disable it and reinstall.
