It may be available without a subscription but it still will require an antenna capable of receiving DTV signals over the air and a new DTV receiver that can decode the digital signals. Not so cheap as it used to be when all you needed was the antenna and the tv. I will never forget my dad on our roof moving the antenna around for a clearer reception when we got our first color tv in the 60s... It was a quazar! :o)
