I'll answer your 2nd question now and your first question later (about to go into a meeting)

If reports are being run on end user's machines, and all you're doing is distributing the runtimes on end user's desktops so that they can preview/print/export reports at runtime, then (best of my awareness) there are no licensing fees. If it's anything beyond that (running reports off a web server, etc.), you'll have to check Business Objects' website for licensing.
