Don't quote me on it because I do not own a Tablet-PC but it should be the full one. Tablet-PC runs on standard Windows with the addition of the ink software and a few niceties like portrait/landscape mode, in-line software keyboard, etc. but AFAIK is not related to WIN-CE.
