What do you want the gov't to do?
I agree that money and more money has been thrown at it without much positive return.
But if education is the key to get out of poverty, how is the gov't going to force you to apply yourself at school or even to go to school? What is the drop out rate? Can the gov't force you to go to class and learn something?
If strong family is a key to escape poverty, how are you going to enforce that? Have Hollywood produce only family friendly movies and programs? Perhaps Outlaw MTV/VH1?
Please don't tell me that minorities are been kept away from schools/Universities and jobs.
