It depends on your definition of "web based". Some people think of it strictly as thin-client web pages. Others take it to mean anything utilizing Web Services. For the latter definition, you can have rich-client WinForm apps that get their data via Web Services ... a SOA app (Service Oriented Architecture). This is the one that gets my vote. =)
