Building a Web application is a good thing, but if you can get away with using Citrix or Terminal Services even - that's obviously an easier way to get there. It cost money and requires fast connections on both ends of the connection.
I've been pretty amazed what performance you can get out of even Terminal Server over a standard INet connection. But if you have lot of users or users are frequently changing and you need to manage and administer machine accounts that can become a hassle quickly too.
So there are definitely options...
