there are much funny situation.
According Bulgarian Health Act every BG citizent have to pay monthly fees, it doesn't metter where he live and is he/she use this services. In some moment this fees become obligation to government and they can put you in a jail if you try to left the country.
My friend and classmate live in Detroit for last 12 years. He couldn't return with family for a visit, because he is still BG citizent. But he didn't pay any of these fees, because he doesn't live in the country and doesn't use this services.
If you start to collect stupit examples with TAX(government) payments I suppose that UT members all over the world will send you at least one :-)
