Yes, but this will sound goofy...but....here is the Cheezy Solutions 'R Us Solution of the Week!!!

Create a custom Container object with no border and transparent. Go to each toolbar and put an instance of the container into the toolbar and then put the toolbar controls on to the container *in* the toolbar.

This will make the dimensions of the toolbars all the same, and should eliminate any preponderance of the operating system to stack them in any particular order.
