Main language is Bulgarian ;-)
It is close to other slavinian languages - Russian, Serbian, Czech, Polish.
May be 15% percent speak English, 5% speak German, 2-3% French.
11% speak Turkish.
If you readed Ken posts about his summer trip in East Europe, there is explained that 100% of computer programmers at least read/listen English, because all computer books and Helps are in English.
He was very surprised when during DevDays(CodeCamp) MS Bulgaria guys give a copy from newest book for SQLServer2005. The cover is in Bulgarian with a big stamp that this book is not for sale outside BG, but inside everything is in English. I have copy of this book with Kens authograph ;-P
