Plus - it seems to me that it would also allow for a person to be framed eaiser. Imagine some corrupt creep running around with whoever's DNA sample they wanted...mmmmm... right now it just doesn't seem worth the risk to start demanding everyones DNA because they didnt pay a few parking tickets.
