Actually, they're third, behind Indonesia and Pakistan.

I'd have to look up that last part. Opportunity may play a part, but India has consitutionalized protection for minorities (as opposed to Pakistan, which has very actively tried to Islamisize itself). That doesn't mean that India a haven for the non-Hindu; there is a long history of religious intolerance that continues to today. This was a very interesting read:
