The reason that makes the most sense, and is provable, is this is all based on a document Paul Wolfowitz and others wrote around 10 yrs ago. The basic tenant of the document was that to improve the stability of the Middle East region a democracy had to be created somewhere. This would then spread throughout the region.
However, folks like Brent Scowcroft are saying that Wolfowitz is a very smart man, but incredibly nieve to think that the US could step in and easily create a democracy.
