This is not unique for vfp9, all previous vfp versions would give that message. You should start SourceSafe and do 'Get Latest / Make Writable' the project files. Then the project will be readwrite again and you will be able to open it.
Important remark: 'Get Latest / Make Writable' is different from 'Check Out'. So, at the time that you want to change something in the project (for example, add a component), you must start SourceSafe and do 'Check Out', even though you already have ReadWrite access!!!!
