GW has NOT attacked more countries than Hussein did, because he alone is not responsible for the actions of the United States. Saddam Hussein was the dictator of his country, and personally responsible for the decision to invade Kuwait (and, presumably, Saudi Arabia to follow). The Bush administration presented its case to the Congress, and Congress voted to go to war. There's a big difference.
