Did you ever find a solution to this problem? I'm trying to do the same thing - and even have one more issue. I'm trying to scan forms and print them as images. We scan a signed form on a HP Digital sender that has the capability to generate a MultiPage TIFF image. Printing such TIFFs cause the output image to be "scaled down a bit" - it's not exact. Ever run into that?

I ended up extracting the multi-page TIFF images into individual TIFF image then created a VFP cursor with records pointing these files, then created a report sourced on the cursor.

I made the ole picture control on the report to fit the page as much as possible. So the documents are actually acceptible to the users. I haven't but play with image scalling setting which is located on picture properties/general tab/"if source and frame are diffent sizes"/.
