You need to go back and reread your history. Of the major powers existant before WW1, only Brtain and France had anything close to freely-elected governments. Just about everything east of France was governed by a monarchy of some type. The situation was worse before WW2. Hitler and Mussolini came to power via elections but, once assuming power, could not be removed.
