Doesn't look like a yes or no answer is possible to me...

It's not clear that they can move about freely and securely.
It's not clear that they can go out at all after 10pm or thereabouts.
It's not clear that they can assemble in groups to voice opinions on whatever they wish.
It's not clear that they enjoy the same quality/availability of electricity and running water and operating sewage as they did pre-war. These are ostensibly "benefits" of being freed.
It's not clear that they have "due process" operating (warrants, attorneys, etc).

It looks to me like they are "free" but they are far from free.
