I'd MUCH rather have "three retired judges" setting legislative districts even if "they're not answerable to the people" than have a legislature with a vested interest in the results set their own districts. Legislators should recuse themselves from making districting desisions. Simple words like "Conflict of Interest" come to mind. Other, more pungent, expressions do too but with no evidence that would stand up in court a libel charge would be warranted.

I'm curious, why does it seem that California has "propositions" all the time? I rarely hear of them in other states, though I'm sure they exist.
