The Iraqi government asked the U.S. to stay for now. The government was voted. The U.S. did NOT put the leaders in place. No U.S. military personnel or government personnel voted in the Iraqi elections. At this point in time, isn't it still an interim government until formal elections after the constititution was ratified?
