We had a spurt of terrorism in the late 60s when Quebec separatists put bombs in mailboxes. As I remember 1 person was killed and some injured. Public outrage itself put a stop to it, most believe. No Quebecker, no matter the language, had ANY sympathy for that modus operandi. A little later, 2 kidnappings, with one of them being killed and left in a car trunk.

I was in London around the time of the package bombs (IRA) and about the only visible 'activity' by the authorities was signage everywhere advising to report suspicious packages. To me that was an appropriate level of response.
Today, though, governments everywhere thrive on FEAR so it is much more in their interest to over react. Even here, though we have it far less pronounced than in most other countries.

That Afghanistan is being passed off as a successful transition to democracy must have the Iraqis a tad anxious, I would think.
