A person could setup VNC/NX connections to lINUX box. This would then act like terminal session /citrix connections - but without the cost. VMware even has a special server product that I think can handle all this.

I used wine as my emulator and was able to connect five users. And it worked very well. But it did not scale - wine is far to resource intense.
