You can do everything you posted EXCEPT get rid of PBS. Afterall, how else will I watch my British comedies and mysteries???? :o)

The Fed gov't would be shut down for as long as it took Congress to pass the non-loaded bills. I suspect the VETO stamp would be used more than all the other Presidents combined.
