Actually, a lot could fall into the categories:
Acording to Article II, Section 4, of the constitution, The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.
It appears that the decision is basically a subjective one by vote and too much could really fall into those categories. Clinton's lying under oath definitely do. The intent was always to restrain a President from becoming a tyrant and having too much power without any deterrent and to bring such instances under vote though and to lay the conditions for consideration. Lying under oath falls under high crimes and misdeamors but it was not ever likely. I never understood the vote on Clinton to begin with. Impeachment is meant for crimes against humanity, the country and its people I believe. I've been wrong before though (many times) :o)
